Alan Westfall is the Chief Operating Officer and co-owner of Quality Water Services. After obtaining his Journeyman’s electrician license and studying electronics engineering at Fairmont State, Alan began his 26-year water career in 1998, with the City of Buckhannon. Working his way up from meter reading to Class IV water treatment plant operator, Alan was trained by some of the most knowledgeable operators in the industry and views those early years of on-the-job training as the most crucial in his career. Always the guy to help other systems in need, Alan also served as Chief Operator for multiple small PSDs part-time. After several years in the plant, he took a full-time position as System Manager for Elkins Road PSD and in 2014, was awarded the WV Rural Water Distribution System Operator of the Year. Alan worked for WV American Water, in the Weston water treatment plant for about three years, but quickly realized his true passion was for helping smaller utilities in need. In 2017, Alan and his wife founded Quality Water Services, where he began to hire and train a team of dedicated operators. Alan was humbled to receive the Perkins Boynton Small System Operator of the Year in 2024 by the American Water Works Association, West Virginia Section. With Alan faithfully leading at the helm of all operations, the QWS team has expanded to serve multiple municipalities, PSDs, and other water and wastewater utilities across West Virginia. Alan lives with his wife, Stephanie, and their two children in Weston, WV. Alan is also a licensed and ordained minister who attributes all his life accomplishments to the glory of God.
